Simplify the network:
If you see that the device registration is not an issue, then the problem might lie in the Wi-Fi network. The echo dot sometimes has difficulty in differentiating various Wi-Fi channels and networks within the same property.
One of the ways to overcome this is by turning off all the other networks and the second channels while you register your echo dot. Once you complete it, then you can turn them back on again.
